Dear Morse,

The following is the substance of the telegram from Hong Kong which I snowed to you yesterday.

The Government published on the 2nd December in a Gazette Extraordinary an Order reciting Section 5(b) of the Defence (Companies Temporary Transfer of Registered Office) Regulations, 1941, which were published originally on the 9th January, 1941 and subsequently amended by an Order of the 2nd December; and proceeded to order that Ordinance No. 6 of 1929, that is the Ordinance constituting the Hong Kong and Shanghai Bank, should apply to the Corporation subject to the following modifications;-

(1) Sub-section (1) of Section 2 to be amended by the deletion of the word "Colony".

(2) Sub-section (2) of Section 4 to be emended by substituting for the words "Shareholders by special resolution," the words "Directors or Committee of the local management in such place as the Head Office may for the time being be situated or if there be no such Committee then the Committee in London.

Another notice of the same date effected an amenduent to the Defence Regulations al ready mentioned by inserting the words "or head" after the word "registered' wherever the latter word occurs in the title or in Regulations Nos.1,2,3 and 4.
